The U.S. Navy has recently produced a railgun that uses magnets to accelerate a 23-pound projectile to speeds of about 5000 feet per second. It has ranges of about 30 miles.

Acquisition

The Plasma Railgun is unlocked at Pilot level 16.

Strategy

Titan variation of a sniper rifle.

Since projectile has travel time it may be quite difficult to land a shots so leading a moving target is required. However hitting a vunerable spot on the enemy titans delivers devastating results. (It can take out Atlas Titan in 3 to 4 shots) Also charge time may be detrimental to you in close quarters so taking Rocket salvo may help you in that regard.

"Hip fire" mod will remove charge up however the damage will be cut approximately to 30-40% of max. However it will add 1 extra shot and will provide you will more flexibility in close to medium range fight.
